Areas of Practice
Mr. Chiow is a member of the firm’s Government Contracts Practice Group. He provides counsel on business and compliance issues faced by government contractors and he assists clients in contract disputes and all manner of government investigations. Particular interests include cybersecurity, supply chain assurance, technology services contracting, schedule contracting and contingency contracting.
Professional Qualifications
Mr. Chiow has a well-rounded understanding of the complex business, legal and regulatory considerations that uniquely affect government contractors. He helps clients to evaluate and achieve results that protect and grow their government business and has experience across the spectrum of government contracts topics from small business issues to requests for equitable adjustment to issues unique to services contracting. In addition to counseling clients, Mr. Chiow’s work includes a mix of investigations and litigation work including federal bid protests and claims at the Boards of Contract Appeals.
Government investigations are becoming increasingly more common for government contractors. Mr. Chiow has assisted clients in a broad array of investigations. He has assisted a major aerospace contractor in Congressional and Inspector General investigations of a $1 Billion-plus contract. He also represented contractors in investigations and testimony before the Commission on Wartime Contracting in Iraq and Afghanistan. His False Claims Act experience includes representing a German company in a $45 million-plus DOJ Civil Fraud investigation. He has also conducted many sensitive internal compliance investigations and made recommendations to clients about potential civil and criminal liability and potential disclosure obligations.
Mr. Chiow is a USMC Combat Veteran of the wars in Iraq and Afghanistan where he flew combat missions in an F/A-18D. He was awarded eight air medals, one with Combat “V”.
Mr. Chiow gained valuable legal experience from internships including: the Department of Justice, Criminal Fraud Division; Judge Roger Titus of the Federal District Court for the District of Maryland; the National Science Foundation’s Office of Inspector General, and legislative intern to a Member of the House of Representatives.
