Professional Qualifications
Mr. Blanford’s practice concentrates in the area of government contracts.
Thomas advises both prime contractors and subcontractors on all aspects of their federal, state and local government contracts business. This includes procurement issues, contract negotiations, teaming, subcontracting and other strategic alliances, performance disputes with the government and other contractors, ethical matters, fraud and false claims investigations, and due diligence reviews. Mr. Blanford has represented clients in bid protests before numerous local governments, state governments located across the country, federal administrative bodies, and state and federal courts. Representative bid protests include protests relating to Medi-Cal HMO services, IT consulting, and telecommunications service contracts.
Mr. Blanford also counsels clients on compliance with U.S. customs and export control laws and has conducted numerous due diligence reviews of acquisition targets' international operations.
Mr. Blanford is a member of the ABA Section on Public Contract Law and currently serves as a vice-chair of the Emerging Issues and Procurement Fraud Committees of the Federal Procurement Division.
